Senate Bill expected for test vote Monday

The bill is expected to include (1) a guest workers program, (2) means for illegal immigrants to gain permanent status over time, (3) triggers for moving the program forward for illegal immigrants, in the form of progress in border control, and (4) moderate shifting of immigration priorities from family towards skill/education factors.
